If producing a PC game, support windowed mode for compatibility with overlaid virtual keyboards

I was wondering if it would be possible to use the Windows on-screen keyboard inside the game? I am disabled so I can only use my mouse and the left side of my keyboard at once.

Many players who are unable to use a physical keyboard use a virtual on-screen keyboard, that can be controlled by a mouse or by assistive tech such as eye-gaze or switch. For these to work, the game must be in windowed mode, and allow other applications to sit over the top.
